CONTRACT Administration involves those activities performed by government officials after a contract has been awarded to determine how well the government and the contract performed to meet the requirements of the contract.
An Elected Official is a person who is an official by virtue of an election. Officials may also be appointed persons in charge of some public work or duty.
The relationships between the federal government and the states and localities are complex and are not well described by a simple look at expenditures. In some cases, the federal government pays for a program and gives broad discretion to the states as to how to carry out the mandate.
